Croatia: The new Office of the President is same as the old Office of the President

The character of a person is judged not by what they say but what they do. Just because a man does not break the law does not make him a good man. Obeying the law is doing the bare minimum. A good man does good things. A good man will do more than is required of him.

A good leader will fight for the citizen and do as much as possible.
A bad leader will fight against the citizen and do as little as possible.


I had a great hope that the Office of the President of Croatia under the leadership of President Kolinda Grabar Kitarovic would be better than the office under the socialist Ivo Josipovic. Being a so-called patriot and "conservative" (whatever that means in Croatia) I was hoping that Kolinda's office would show that they are different from the previous administration under Josipovic. I have been disappointed to learn that its level of customer service (and mindset) is the same.

Last year I made a request for information to the Office of the President under Ivo Josipovic and I did not receive that information I requested. I repeated the same request for information to the Office of the President under the new president Kolinda Grabar Kitarovic and found that the new office is the same as the old office.

Aleksandra Jozic-Ilekovic, od DIP, mi je rekla:
"Ako je predmetno istrazivanje javnog mijenja placeno sredstvima iz drzavnog proracuna, podaci o takvom istrazivanju trebali bi biti javno dostupni odnosno objavljeni te bi se trebali dostaviti svakom zainteresiranom gradaninu na njegov zahtjev."

Alexander Jozic-Eleković, of the State Electoral Commission, told me:
"If the requested public opinion research paid with funds from the state budget, then the data of such research should be publicly available and published and should be provided on request to any interested citizen."



If there was any desire for a higher level customer (citizen) service, the office would have taken a few extra steps to get the information I requested but they prefer to hide behind bureaucracy and "buck-passing". I wonder why there is such a disregard and disrespect for the citizens, the customers of the presidential services provided by Kolinda Grabar Kitarovic.

I do not hold the spokesperson, Luka Đurić, responsible because he is just an employee working under the guidelines of the organizational leader. The leader determines and guides the organizational culture. If there is a low regard for the individual customers, the citizens, that is the responsibility of the leader, President Kolinda Grbar Kitarovic.

I am not writing this criticism because I do not like the new president and want to knock her down. Far from it! I see great potential in the new president and I want to knock some sense into her. I want her to be a president of the people that cares about the dignity of the people, has respect for and cares about the individual and not just the abstract whole.

A real leader cares about each and every individual
because each and every individual deserves dignity and respect.

If Kolinda shows me no respect, she obviously feels that I deserve no dignity.
If I deserve no respect, who does?
Is that a good president of the people?

Sadly, the authoritarian Balkan mentality will be with Croatia for one more presidential term if Ms. Grabar Kitarovic does not re-examine her role and the culture of the Office of the President.

Uvidom u Vaš predmet obavještavam Vas slijedeće:

Kao korisnik prava na pristup informacijama uputili ste zahtjev Uredu predsjednika Republike Hrvatske za dostavom sirovih podataka istraživanja agencije „ISPOS PULS“ o stajalištima građana o pitanjima ustavne reforme i pitanjima izbornog sustava.

Ured predsjednika Republike Hrvatske za vrijeme bivšeg predsjednika Ive Josipovića dostavio Vam je informacije o pojedinim ustavnim promjenama, a kako niste bili zadovoljni traženim informacijama uložili ste žalbu Povjerenici za informiranje.

Nakon uložene žalbe Povjerenici za informiranje, Ured predsjednika Republike Hrvatske donio je Rješenje kojim odbacuje Vaš zahtjev za ostvarivanje prava na pristup informacijama vezanim uz dostavu sirovih podataka istraživanja agencije „IPSOS PULS“ o stajalištima građana o pitanjima ustavne reforme i pitanjima izbornog sustava.

Povjerenica za informiranje provela je nadzor nad provedbom Zakona o pravu na pristup informacijama Ureda predsjednika Republike Hrvatske te 19. siječnja 2015. godine utvrdila da je tijelo javne vlasti postupilo sukladno odredbama Zakona o pravu za pristup informacijama i zaključila kako više nema razloga za daljnjim postupanjem.

Slijedom svega navedenoga, obavještavam Vas da je cijeli postupak proveden u skladu sa Zakonom o pravu na pristup informacijama te Zakonom o općem upravnom postupku.

Mr Duric,

Thank you for your response. I am very disappointed that you validated my fears that the Office of the President under Ms Kolinda Grabar Kitarovic would be no different than the office under Mr. Ivo Josipovic.

In my previous discussion I found that Srdjan Dumicic, of Ipsos Puls, has all the information that I requested but he did not want to release it because I was not the customer. The Office of the President owns that data and should request Mr Dumicic to release that data. Your office could easily do that but it chooses not to.

I was hoping that under the leadership of the new president that there would be a higher level of customer service and a willingness to serve the people but I can see now that the culture is still the same.

I wonder why the new president is interested in keeping hidden the work of the old socialist president that we all abhorred.

I am very disappointed in my discovery.
