    An important issue for our study is whether expanding globalization of businesses leads to a cross-national convergence of management practices, values and beliefs (Boyacigiller, Kleinberg, Phillips, & Sackmann, 2003) thus increasingly eliminating cultural differences. Proponents of the convergence hypothesis are claiming that the increased globalization of business and the increased interdependencies of nations will strongly support the expansion of common values with regard to economic activity and work-related behaviour. Typically, it is the economic ideology in terms of Western capitalism, rationalism, management techniques and behaviour, and business logic that is claimed to comprise the main forces for this change (Ralston, Holt, Terpstra, & Kai-Cheng, 1997), and globalization is quite frequently taken to be a mere synonym for homogenization (Hannerz, 1994). According to this stream of research, there is a growing conviction that nationality and national culture have ceased to play a role in international business.

    Based on data presented in this study, we will challenge the simplified version of global convergence, by claiming that the notion of a Swedish leadership style is still meaningful and valid as a device for better understanding of cross cultural interaction in general and leadership efforts in particular. We will also argue that fundamental aspects of nationality, expressed as culturally endorsed leadership ideals, do not change as quickly or dramatically as the proponents of a changing world order would seem to suggest.

    Within this stream of research culture is seen as relatively stable, homogenous, internally consistent system of values and norms transmitted by socialization to the next generation. Although several studies recognize the importance of objective artefacts, most definitions focus on subjective elements; ‘‘the collective programming of the mind which distinguishes members of one human group from another’’ (Hofstede, 1984, p. 21), ‘‘the frame of reference which a culture provides to individuals’’ (Ronen, 1986, p. 18), or ‘‘mental frameworks which groups, organizations and nations develop’’ (Harris & Moran, 1987, p. 102).

    When changes occur, it is more likely that they take place in small steps, as a process of adaptation with only partial impact on scripts and maps, rather than radical changes covering more substantial parts. Since leadership prototypes are simplified images (stereotypes) about a specific category of individuals (Lord & Foti, 1986), we will be able to draw on recent studies on culturally endorsed stereotypes (e.g. Barinaga, 2002; Vaara, Risberg et al., 2003) showing that fundamental aspects of nationality, expressed as leadership styles, are unlikely to change radically. This is explained by the particular strengths of stereotypes and their apparent ‘‘truth value’’, which can be traced back to the histories of nations (Vaara, Risberg et al., 2003).

    We also offer arguments supporting the idea that fundamental aspects of nationality, expressed in terms of culturally endorsed leadership, do not change as quickly or dramatically as the propo- nents of a changing world order would seem to suggest. Thus, we are challenging the simplified version of global convergence with respect to leadership ideals and management ideology.

    Complaint sent to the Information Commissioner of Croatia
    on the recommendation of Natalia at GONG

    IC of RH: Complaint regarding the Office of the President and the presidential election

    Hello to the Information Commissioner of the Republic of Croatia,

    I submitted this complaint, related to the ongoing presidential election campaign to GONG, but they told me that this issue is outside their mandate and they told me to contact your office.


    I want to submit a complaint regarding an information request that I submitted to the Office of the President, under the Right of Access to Information Act (Official Gazette NN No. 25/13).

    My questions were not answered.

    My question was in regards to research done by the Office of the President.

    Ivo Josipovic's office (Office of the President) ran market research. This research, paid for by the Croatian people belongs to the Croatian people and the people should have access to all aspects of the research and report.

    On October 26, I made a request to the Office of the President to provide me with;
    (1) cost of the research and
    (2) all the raw data of the research.

    Danja Silovic Karic email: Danja.Silovic.Karic@predsjednik.hr, sent me one response on October 27, one month ago, where she provided me with a link to the data that is publicly available but she did not answer my specific questions. I have sent a number of reminder requests but my requests are being ignored.


    The issue:

    Market research, such as that carried out by IPSOS for the Office of the President, is critical to understanding the mood of the voters and is vital to developing a campaign strategy. Ivo Josipovic is not only the president but also a candidate in the presidential elections.


    My requests. Can you please:

    1. Investigate why my information request under under the Right of Access to Information Act (Official Gazette NN No. 25/13)
    2. Provide ALL raw data of the IPSOS research to all campaign candidates.
    3. Make public the contract, scope documents and invoice for the IPSOS research.

    4. If the data can't be provided to candidates then the presidential election should be postponed by at least one month so that all candidates can have a fair foundation for the election campaign.

    My questions were not answered and as a result of this I believe that the Office of the President of Croatia may be hiding something, potentially the misuse of public funds for the private election campaign of Ivo Josipovic.

    The Croatian government must restore trust and this can be only done via transparency and accountability - which I believe were some of the findings in the IPSOS research.


    Note: I live in Canada but I was born in Croatia.
    I am a Croatian citizen and a voter.
    This election is of significant importance to me.

    Thank you for your response. I was under the impression that GONG's raison d'etre was to ensure electoral transparency as is indicated here:

    My complaint is not primarily about the fact that my question was not answered. My complaint is primarily about whether or not public funds were used by the Office of the President for the election campaign of Ivo Josipovic, the incumbent president.

    The key issue is misuse of public funds.
    Do you work on election issues such as these?

    If this is not the interest of your organization, who is responsible for electoral integrity in Croatia?

    From the Croatian Constitution

    The responsibilities of the The President of the Republic of Croatia

    • The President of the Republic of Croatia is the head of state.
    • The President of the Republic shall represent the Republic at home and abroad, be responsible for abiding by the Constitution, and ensure the continuance and unity of the Republic and the regular functioning of government.
    • The President of the Republic shall be elected, on the basis of universal and equal suffrage at direct elections by secret ballot, for a term of five years.
    • No one shall be President of the Republic more than twice.
    • The President of the Republic shall be elected by a majority vote of all electors who voted. If none of the candidates has obtained such a majority, a new election shall be held after 14 days.
    • The two candidates who at the first election obtained the largest number of votes shall have the right to stand at the new election. If one of the candidates who obtained the largest number of votes withdraws his candidature, the candidate who is next in the number of votes obtained shall acquire the right to be elected.
    • Elections for the President of the Republic shall be held in no less than 30 and no more than 60 days before the expiry of his term.
    • Before assuming duty, the President of the Republic shall take a solemn oath pledging loyalty to the Constitution.
    • The election of the President of the Republic shall be regulated by law.
    • The President of the Republic shall not, except for party-related duties, perform any other public or professional duty.
    • In the event of the death of the President of the Republic, his resignation, or his being permanently prevented from performing his duties, the occurrence of which shall be established by the Constitutional Court of Croatia at the proposal of the Government of the Republic of Croatia, the duty of the President of the Republic shall be temporarily assumed by the Chairman of the Croatian Parliament.
    • The election of a new President of the Republic shall be carried out within 60 days from the date when the former President ceased to perform his duties.
    • The President of the Republic shall:
    • call elections for the Chambers of the Parliament and shall convene their first session;
    • call referenda, in conformity with the Constitution;
    • appoint and relieve of duty the Prime Minister of the Republic of Croatia;
    • at the proposal of the Prime Minister of the Republic of Croatia appoint and relieve of duty its deputy prime ministers and members;
    • grant pardons;
    • confer decorations and other awards specified by law;
    • perform other duties specified by the Constitution.

    • The President of the Republic shall, at the Government's proposal, decide on the establishment of diplomatic and other representative offices of the Republic of Croatia abroad.
    • The President of the Republic shall appoint and recall diplomatic representatives of the Republic of Croatia, receive letters of credence and letters of recall from foreign diplomatic representatives.
    • The President of the Republic is commander-in-chief of the armed forces of the Republic of Croatia.
    • The President of the Republic shall appoint members of the National Defense Council of the Republic of Croatia and preside over it, and shall appoint and relieve of duty military commanders, in conformity with law.
    • On the basis of a decision by the Croatian Parliament, the President of the Republic may proclaim war and conclude peace.
    • The President of the Republic shall pass decrees with the force of law and take emergency measures in the event of a state of war or an immediate danger to the independence and unity of the Republic, or when government bodies are prevented from regularly performing constitutional duties. During the time the President of the Republic is making use of such powers, the House of Representatives may not be dissolved.
    • The President of the Republic shall submit decrees with the force of law for approval to the Chamber of Representatives as soon as the Parliament is in a position to meet.
    • The President of the Republic may convene a session of the Government of the Republic of Croatia and place on its agenda items which he deems should be considered.
    • The President of the Republic shall preside over sessions of the Government at which he is present.
    • The President of the Republic may give to the Croatian Parliament information of, and shall once a year submit to it a report on, the state of the Republic.
    • The President of the Republic may, at the proposal of the Government and with the counter-signature of the Prime Minister, after having consulted the Chairman of the House, dissolve the House of Representatives, if this House has passed a vote of no confidence to the Government, or if it has not approved the state budget within a month from the date when it was proposed.
    • The President of the Republic may not again dissolve the House of Representatives before the expiration of one year from the date of its dissolution.
    • The President of the Republic shall be impeachable for any violation of the Constitution he has committed in the performance of his duties.
    • Proceedings for the impeachment of the President of the Republic may be instituted by the House of Representatives by a two-thirds majority vote of all representatives.

    Da li arhitekt, novinar, a možda i učitelj plesa ili promotor istarskog ekstra djevičanskog maslinovog ulja? Paul O'Grady radi sto stvari u Hrvatskoj, nešto što prilično kontrira slici svijeta domaće mladeži koja se namjerila na emigraciju u Irsku, a svodi se na to da kod nas jednostavno nema posla. Očito da ga ima na pretek, no možda je za shvaćanje istoga potrebno biti Irac.

    'Iskustvo Hrvatske započeo sam još 2000. Godine kada sam došao kao student na razmjenu u Osijek. Odlično sam se proveo. Otkrio sam da ljudi nemaju puno novca, ali su znali kvalitetno živjeti', prisjeća se Paul i odmah uspoređuje dvije zemlje: 'U Irskoj je puno viši standard života, ali u Hrvatskoj je veća kvaliteta. I Hrvatska je naprosto savršen poligon za to.

    Zaposlio se kao instruktor engleskog, pa počeo raditi na Hrvatskom radiju, potom kao arhitekt u jednom zagrebačkom arhitektonskom birou. Otvorio je školu irskog plesa, svirao irsku glazbu po zagrebačkim barovima, e da bi danas, između tuceta stvari koje paralelno radi, između ostalog i obiteljski posao proizvodnje maslinovog ulja, vodio i radionice za buduće biznismene: 'Ogromna je frustracija u vezi poslovanja u Hrvatskoj. Najveći problem je što se ljudi ne drže svoje riječi. Ne drže se propisanih rokova niti obećane kvalitete. Svi žele brzu zaradu i neki automehaničar, na primjer, ne razumije da ako me jednom prevati da mu više nikada neću ponovno doći. '

    'U Hrvatskoj svi kupuju i prodaju nešto, razvijena je ekonomija cjenkanja. I kada mi kažu da ovdje nema poduzetničkog duha, ne slažem se. Vidio sam to u nebrojeno slučajeva, kada mladim ljudima daš priliku i podršku, sjajni su', reći će Paul i požaliti nad činjenicom da slika biznismena u Hrvatskoj ima negativnu konotaciju. U programu svojih poslovnih radionica za mlade obilazi srednje škole. Što im govori?: 'Ispričam im kako je to kada počneš od nule. Kada stigneš u novu sredinu doslovce s vrećicom na ramenu.     If I was running, this is what my theme would be

    Theme: Restoring Trust by Renovating Government

    1. Put the constitution in the hands of the people. The constitution does not define the rights of the people but it defines the limits of the government. Any future constitutional change therefore will not be made by the government but it will be made by a national referendum requiring majority support of citizens.

    2. Promote more direct democracy and empower the citizens to be more active in the direction setting of the nation. Ideally I would like to see the people set the direction and the government to implement policy to get us into the direction set by the people.

    3. To create a new culture of government with transparency and accountability - where people are treated as customers and receive good customer service. In the "First 100 Days" I will create a new nomination process for presidential advisors that is open to the public. More on First 100 Days:

    4. The diplomatic corps will take on a new responsibility to also act as trade missions. Follow the Canadian example. The embassies and consulates will work with the Croatian Chamber of Commerce to help facilitate trade.

    5. Reconnect with the Croatians around the world. A Croatian is Croatian no matter where s/he lives or what language they speak. The Homeland needs them and they need the Homeland. I will rebuild the bridges so that we are reunited. My first step will be to develop a program of honorary consulates in every city with more than 1,000 Croats. My second step would be to create a Diaspora mentor program.


    Optional: 6: I believe in privatization. It is not the role of government to run businesses. I believe that the best way to privatize companies is to have an IPO with stock sold on the Zagreb stock exchange. Croatians have the first option to purchase the shares and no one person or company can own more than 5%. To go along with this, I will promote the create of Croatian investment and pension funds which will promote the wellbeing of the Croatian people.

    An English translation of Niemöller's speech for the Confessing Church
    in Frankfurt on 6 January 1946 is as follows:

    When Pastor Niemöller was put in a concentration camp we wrote the year 1937; when the concentration camp was opened we wrote the year 1933, and the people who were put in the camps then were Communists. Who cared about them? We knew it, it was printed in the newspapers.

    Who raised their voice, maybe the Confessing Church? We thought: Communists, those opponents of religion, those enemies of Christians - "should I be my brother's keeper?"

    Then they got rid of the sick, the so-called incurables. - I remember a conversation I had with a person who claimed to be a Christian. He said: Perhaps it's right, these incurably sick people just cost the state money, they are just a burden to themselves and to others. Isn't it best for all concerned if they are taken out of the middle [of society]? -- Only then did the church as such take note.

    Then we started talking, until our voices were again silenced in public. Can we say, we aren't guilty/responsible? The persecution of the Jews, the way we treated the occupied countries, or the things in Greece, in Poland, in Czechoslovakia or in Holland, that were written in the newspapers

    I believe, we Confessing-Church-Christians have every reason to say: mea culpa, mea culpa! We can talk ourselves out of it with the excuse that it would have cost me my head if I had spoken out.
